The CSU Transfer Planner is a tool that helps students, community colleges, and universities plan and track a student's transfer from a California community college to one of the 22 California State Universities.
The CSU Transfer Planner has two portals: the Student Portal and the Campus Portals.
In the Student Portal, students can enter their community colleges, track coursework, view articulation agreements, view program requirements and prerequisites, and enroll in a Transfer Success Pathway (TSP) agreement.
In the Campus Portals, which comprise both the Community College and University Portals, you can review a student's coursework, view and update their TSP eligibility and agreements, and communicate with students.

The Transfer Success Pathway (TSP) is the process by which students can enter into an agreement with a California State University (CSU) for later transfer.

I'm looking for a student, but they don't appear in the Campus Portals. How do I find them?
Community College Portal: you can only view students who have listed your community college in their Student Portal account.
University Portal: you can only view students enrolled in one of your TSP-eligible programs or students who have followed your program.
Can I extend the TSP enrollment deadline if I have spots open?
No. Students must enroll in a TSP agreement between August 1 – November 30.
Do all 22 universities have to offer TSP agreements?
Yes. However, the number of programs available is decided by each university. According to 2021 Higher Education Trailer Bill (AB 132) and subsequent education code, all universities must participate in TSP.
How many TSP agreements do you recommend I have at my university?
If you are a non-impacted university or program, there should be no limit to the number of TSP agreements.
If your university is impacted or has impacted/high-demand programs, you'll want to limit TSP agreements to the number of students needed for enrollment. Be sure to include an annual melt rate since only 2% of students intending to transfer do so in two years.
What does it mean if a student is marked as TSP eligible?
A TSP-eligible student meets one of the following criteria:
They are enrolling in a California community college and have not earned any college credit since completing high school or earning a GED.
They are taking college courses in the summer immediately following their high school graduation, that's okay—they're still eligible for TSP.
They took dual enrollment coursework while in high school, that's okay—they're still eligible for TSP.
How are TSP articulation agreements generated?
TSP articulation agreements are pulled directly from ASSIST.
How do I update a TSP articulation agreement?
TSP articulation agreements are pulled directly from ASSIST. Contact your Articulation Officer to make changes to ASSIST. CSU Transfer Planner will update articulation agreements each year.
I placed a student in an incorrect TSP status. How do I fix that?
You can move a student from Enrolled Reviewed to any other TSP status. If you placed a student in a Revoked status and want to move them to another status, contact support.
Can students see the comments I enter on their profile?
No, students cannot see any comments. Other users with your program in CSU Transfer Planner can view your comments.
If a university marks a student as ineligible for TSP, can they enroll in one of my TSP-eligible programs?
No. Once a university marks a student as ineligible for TSP, they cannot enroll in any other CSU university's TSP-eligible program.
Students who aren't eligible for TSP can still use the CSU Transfer Planner Student Portal to learn more about CSU universities and programs.
How quickly must I review new TSP enrollments and release requests?
You must review new TSP enrollments and release students from requests (if applicable) within 3-5 business days. This gives students time to finalize their enrollment with your program or research new programs.
If a student enrolls in a TSP program, can they enroll with another TSP program later?
Students can only be enrolled in one TSP program. They must request to be removed from enrollment.
If the program releases them from the agreement and the TSP enrollment period is still open, the student can enter into a TSP agreement with another program.
What is the difference between a triggered and scheduled track in Marketing Campaigns?
Scheduled Tracks send each tier's messages at their predetermined date and time. Triggered tracks start sending your Tier 1 message at your specified date and time, then send your following tiers' messages the desired number of days after the previous tier's message was received.
How does Segment filtering work in Marketing Campaigns?
When you create a Campaign, you indicate which Segment the Campaign is targeted for. This means that the marketing items are only sent to contacts in this segment. A secondary segment can be assigned to each item in the campaign. If another segment is applied, this means that only contacts found in both Segments will receive that item.
