Understanding why students can't log in from certain countries
If a student creates an account but is located in a Restricted Country they are blocked from logging into Salesforce once they click the Password reset link.
These Salesforce restrictions apply to anyone applying from Iran, Cuba, North Korea, Syria, or the region of Crimea.
To correct this issue, you need to contact your Salesforce representative and submit paperwork to be granted a waiver.
To do business with an embargoed country, you need to apply for a license; general licenses can be granted for educational institutions:

NORTH KOREA
